Caribbean Sustainable Energy Roadmap and Strategy (C-SERMS)

The CARICOM Secretariat pursued the development of a Caribbean Sustainable Energy Roadmap and Strategy based mainly on a mandate given at the Twentieth Inter-Sessional Meeting of the Heads of Government of the Caribbean Community [March 2009, Belize].At that Meeting, the Heads of Government, agreed that:
“Given the role of increased energy efficiency and the use of renewable energy in the Region as key Climate Change Mitigation strategy, that a Regional Sustainable Energy Roadmap be developed and implemented to guide, encourage and expedite the increased use of renewable energy and energy efficiency”.

Further, the Third Joint Meeting of the Council for Trade and Economic Development (COTED) and the Council for Human and Social Development (COHSOD) [September 2010, Guyana], endorsed:
“The Development of Caribbean Sustainable Energy Strategy in tandem with the Sustainable Energy Roadmap”.

Approved in 2013, the C-SERMS, provides the basis for a more targeted approach to advancing sustainable energy development under the regional policy, and in so doing, acts as a framework for articulating, monitoring and adjusting regional level strategies, and for securing commitments from Member States towards achievement of the targets that are established. A major output of the C-SERMS,  is a Baseline Report and Assessment that, inter alia:

  • Provided an overview of the regional energy situation, including the identification of critical information and data gaps; and
  • Recommended – at the time – short (2017), medium (2022), and long term (2027) targets for share of renewable energy in electricity production, energy efficiency improvements, and carbon dioxide emissions reductions within the power sector.
